Recently Primrose & I found a site for a different show that had both pro-character threads and anti-character threads, along with pro-couples and anti-couples.
Here were the rules for the anti-threads:
Just Three Rules;
1. No bashing of the actor/actress because they are just the ones stuck with playing the charactor..
2. No bashing of the posters who are anti-this character or any other on the show--everyone has their own opinion and are allowed to express it.
3. No bashing of the posters that are pro-this character, even if they're in the wrong thread.
And huge suggestion:
IF YOU LIKE THIS CHARACTER, YOU MAY NOT WANT TO VISIT THIS THREAD!
And here's the rules for the PRO-threads:
1. We welcome all new fans, old fans, multi-shippers, and curious posters. However, bashing of any kind will not be accepted. So if you like Prue and can't stand Paige (for example), don't go to the pro-Prue thread and start bashing Paige.
2. You may mention the actor/actress's role in other shows, but only if it's complimentary.
3. If you have something bad to say about the charrie, say it in an anti-thread.
We think that a sub-board in the Writer's Roundtable for threads like these coud be fun and interesting, since diving into a character is a big part of writing a fanfic.

Trust me, these threads will definitely be closely monitored and I'll be standing by with buckets and a fire hose in case things start to get too heated. Since you guys are such a great group, I'll hopefully only have to use a bucket or two on any possible fires. However, my lovely evil co-admin? The hose would be for you, since we know how you like to heat things up.
